About the Department of Public Works
Water Division
The responsibility of the Water Division is twofold. Most importantly is the assurance of a clean and consistent water supply to the City’s customers. The division also ensures that the City’s fire suppression capabilities (i.e. fire hydrants) are maintained.
To fulfill this mission, the Water Division maintains more than 95 miles of water lines, 1,052 valves, 366 fire hydrants and two elevated storage facilities. The water Division responds to customer concerns, connects and terminates service accounts an maintains equipment- all while ensuring that operations are in compliance with the SC Department of Health and Environmental Control and the US Environmental Protection Agency.
Detailed responsibilities include:
- Repairing and maintaining water lines
- Installing taps
- Reading meters
- Maintaining valves and hydrants
- Certifying cross-connection control devices
- Monitoring water quality throughout the distribution system

Sanitation Division
The Sanitation Division is responsible for collecting the following refuse from all City of Goose Creek residents:
- Household garbage
- Yard debris
- Metal goods
- Owner-generated construction material
- Used household furnishings
The Sanitation Division offers side-door collection to individuals with disabilities or senior citizens who are unable to carry house refuse to the curb. Household garbage is collected twice a week, yard debris is collected once a week, and other materials are picked up twice a month on pre-specified days.
Code Enforcement
The Code Enforcement section of the Sanitation Division employs two Code Enforcement Officers. They work to enforce compliance with the City’s General Appearance and Sanitation Codes. Typical activities include:
- Responding to citizen complaints
- Working with organizations such as civic groups and homeowner’s associations on code enforcement issues.
- Identifying and correcting health nuisances
- Verifying ownership and responsibility for non-compliance matters
- Prosecuting offenders
Maintenance Division
This Division works to keep the City clean and well-maintained. A large portion of the responsibilities include maintaining public areas, green spaces, main road rights-of-way and medians. This Division also provides secondary drainage maintenance by keeping the City’s ditches clear of overgrowth, litter and debris.
Other responsibilities of this Division include:
- Verifying need for residential street lighting and ordering the installation of the lighting
- Providing large-scale and preventative maintenance for City facilities
- Up-keeping and installing City landscaped areas
- Maintaining hiker/biker trails
- Providing mosquito control
Garage
The upkeep and repair of the City’s fleet of vehicles and equipment is the responsibility of the Garage Division. This includes the Police, Fire and Sanitaition Departments as well as special-service vehicles and a wide range of power equipment.
