Capt. Grainger began his law enforcement career with the Goose Creek Police Department as a reserve Police Officer in August 1993, and was hired full-time in November 1993.  Capt. Grainger graduated from the South Carolina Criminal Justice Academy in March 1994, and received the J.P. Strom Award for having the highest academic grade point average in his class.  Capt. Grainger has served in the patrol division, the traffic unit and criminal investigations. Capt. Grainger was promoted to Sergeant (Patrol Team Supervisor) in September 1998 and to Lieutenant (Patrol Division Commander) in October 2002.  Capt. Grainger (then a Lieutenant) laterally transferred to the newly created Office of Professional Standards in March 2006.  Due to agency restructuring, this position was reclassified to the rank of Captain in February, 2009.

Capt. Grainger’s responsibilities include supervision of the records section, managing the department’s accreditation program, conducting internal affairs investigations, administrative review of all vehicle pursuits and use of force, public information, maintenance of the department’s policies and procedures, and grants administration.

Capt. Grainger has a Bachelor of Science degree in business administration with a concentration in management from Limestone College and a Master of Business Administration degree from Charleston Southern University.  Capt. Grainger is a graduate of the 242nd Session of the FBI National Academy.  Capt. Grainger is a certified assessor for the Commission on Accreditation for Law Enforcement Agencies (CALEA).
