In April of 2001, Joellyn Robbins became the first Human Resources Director for the City of Goose Creek.

Many HR related changes have occurred since she became director. The City opted to expand participation for all employees in the South Carolina State Retirement System, while continuing to offer a 401K plan. The Employee Handbook was updated and many other benefits were improved. Changes to benefits include an increase in vacation time, an additional holiday, improved educational reimbursement plan, sick time donation policy, and long-term disability.

During her tenure, Ms. Robbins has seen the City staff increase by almost 70%. With the purchase of Crowfield Golf and Country Club, the constantly growing population and the increase in annexations, the need for additional staff has been a welcomed challenge. "Recruiting definitely keeps us busy, but watching new employees begin their careers with the City is very rewarding." states Ms. Robbins. "A lot of people want to work for the City of Goose Creek. It can be exciting to have vacancies for those motivated applicants."

Ms. Robbins continues to enjoy working with employees and applicants. "Working with people is always a challenge, but the rewards are always greater." said Ms. Robbins. "I can't imagine working in another field."

Ms. Robbins has over 25 years experience working in Human Resources. Born and raised in Indianapolis, Indiana, Ms. Robbins has called South Carolina her home since 1998. She is a graduate of Indiana University and holds a Bachelor's of General Studies. Ms. Robbins also maintains certification as a Senior Professional in Human Resources (SPHR).
