In July of 1978, 26-year-old, Dennis Harmon became Goose Creek's first City Administrator. For the past 32 years, Mr. Harmon has worked with Mayor Michael J. Heitzler and City Council to provide quality City services and create an identity for Goose Creek.

As City Administrator, Mr. Harmon carries out policies implemented by Goose Creek City Council. He oversees all the Department Managers and City staff and is ultimately responsible for all City services.

Originally from Walhalla in north-western South Carolina, Mr. Harmon began his career in South Carolina local government as the Research Director and Assistant Administrator for Lexington County. He served as the City Administrator for the City of Manning before coming to Goose Creek.

"Goose Creek was in its infancy and is still a very young City," said Mr. Harmon. "It was my job to develop the City as an organization and obtain the staff needed to provide quality services to Goose Creek citizens."

During Mr. Harmon's tenure as City Administrator Goose Creek has experienced considerable growth and extensive progress.

"I can't say that I alone have made a single improvement to the City," said Mr. Harmon. "But I have been a part of many changes and advancements."

These changes include significant repairs to the water and sewer systems and wide-ranging road improvements. During this time, Mr. Harmon has overseen the expansion of City boundaries and an increase in residential quality of life.

"The issues I was dealing with when I first came to Goose Creek are completely different than the opportunities now available to the City," said Mr. Harmon.

For Mr. Harmon the most exciting of these opportunities are the construction of facilities such as the Marguerite H. Brown Municipal Center, Fire Station II and the new Community Center.

Mr. Harmon believes that it's the employees that make Goose Creek an efficient and progressive organization. With the support of these employees, Mr. Harmon plans future progress in the City of Goose Creek such as the revitalization of the City's commercial district and City-sponsored cultural events.

"I don't dwell on the City's past progress," said Mr. Harmon. "I try to always think about the future and look for things we can improve."

Dennis Harmon earned a Bachelor of Arts in Political Science and a Master's of Public Administration - both from the University of South Carolina. He was a member of the Goose Creek Recreation Commission from 1982 to 2000, serving as chairman from 1986 to 1994. Mr. Harmon served as President of the Berkeley County Chamber of Commerce and currently serves on the Chamber's Board of Directors.  He also serves on the Roper Hospital Board of Directors and the National Bank of South Carolina Advisory Board.

Dennis Harmon is a member of the International City and County Management Association (ICMA). He served on the ICMA's Executive Board as a Regional Vice President from 1996 to 1998. Mr. Harmon is an ICMA Credentialed Manager.  He is also a member of the South Carolina City and County Management Association, serving as president from 1993 to 1994.  Mr. Harmon currently serves as the Scholarship Committee Chairman.
