CITY OF GOOSE CREEK INSPECTION POLICY FOR ELECTRICAL UPGRADES TO SINGLE FAMILY AND MULTI-FAMILY DWELLINGS
The City of Goose Creek enforces the 2008 Edition of the National Electrical Code and the Electrical Section of the 2006 Edition of the International Residential Code.
A permit is required to perform electrical changes. This permit must be pulled by a state licensed electrical contractor. The permit must be displayed on the front of the house and visible from the street.
The following electrical functions and requirements will apply:
Masthead & service wire change – a new ground rod and ground wire is required.

Meter change (same amperage) – a new masthead, service wire ground rod and ground wire is required. (E3505,E3508 & E3510, E3504.2.2)
Panel change (same amperage) – new service feed from meter to panel is required; new ground rod and ground wire. (E3503,E3508 & E3510)
New meter and new panel – same as panel change.
Any increase in service amperage load requires a new meter, panel, masthead, supply feeds, ground rod and ground wire, and ALL of the following:
All receptacles in the bathrooms, kitchen, garage, carport, front and rear of the house are required to be GFCI circuits. (E3802)
The kitchen is required to have at least two (2) 20 amp GFCI circuits. (E3603.2)
All 220 volt appliance feeds are required to be changed. (E3602)
Smoke detectors in all bedrooms, halls, and changes in floor levels. These will be hard wired in series, with 9 volt battery back up. (R313, NFPA 72-99)
All bedroom receptacles (not including lighting fixtures) will be wired to Arc fault circuits. (E3802.12)
All non grounded wall receptacle circuits in the house will be re-wired with new wiring to grounded circuits, including any new additional receptacles. (E3701.3)
All lighting circuits may be either changed to grounded circuits, or
They can remain non-grounded. This is an option, and either is acceptable.
In all cases, an electrical inspection of the work is required before power is restored to the structure.
