Comprehensive Plan Update: An Overview  

Imagine standing over a map of Goose Creek and deciding where you would place a park, a new neighborhood or a shopping center. How would you balance transportation planning with environmental preservation? Residents will have an opportunity to share their views on these topics and more as the City of Goose Creek embarks on the process of updating its Comprehensive Plan.

A Comprehensive Plan is the document that guides the orderly growth and development of a community. The City of Goose Creek’s first Comprehensive Plan was created in 1999. State law requires that the plan be reviewed every five years and updated at least every ten years, making 2009 the year of the first major update to the City’s plan.

Per law, the Comprehensive Plan must address nine elements:

  • Economic development
  • Natural resources
  • Cultural resources
  • Land use
  • Housing
  • Population
  • Community facilities
  • Transportation
  • Priority investment

 The land use component serves as the basis for the City’s Zoning Ordinance, which dictates the types of development that can take place on any property in the City.
