Re-Roofing Information

Inspection Guidelines for Re-Roofing a Residential Dwelling
Per City Ordinance, a permit is required for any roofing work performed by a homeowner or a contractor. The permit must be displayed and visible from the street.

Section 905.2 of the 2003 International Residential Code stipulates the requirements for the installation of composition asphalt shingles.
  • Shingles cannot be installed on a roof slope less than 2 units vertical to 12 units horizontal
  • Underlay is required per Section R905.2.3
  • Fasteners shall be galvanized steel, stainless, aluminum, or copper
  • Fastener length shall be a minimum of 12 gauge and shall penetrate the roof decking a minimum of 0.75 inches
  • The number of fasteners required per shingle shall be per the manufacturer’s installation instructions for high wind zones
Section R907 "Re-Roofing" states that new shingles cannot be installed over existing shingles where the existing roof has two or more applications of any type of roof covering.
  • Contractors and homeowners are required to remove all roofing debris from the building site
  • No re-roofing inspections are required by the city
